spam will absolutely influence relays, as your beta demonstrates!
to me, this is the beauty of nostr, that the protocol deliberately doesn't take an opinion about what constitutes spam. hence, nostr is for enemies. anyone can use it, just like bitcoin. but not anyone can use a relay or a client, that's where opinions can enter. hence the initial reference to tiebout competition.
