I think mass users won't pick anything, they don't care. And if they do pick a small slow relay they will then complain that client is slow, so client will just ignore these picks eventually, and go with a big fast centralized relay. Maybe a couple ones, until winner takes all.
I'm not sure that spam really influences the relay layer. Whether it's 1 relay or 1000, no matter how they're connected, current protocol allows for spam and there aren't much ways to fight it. Check my note
