There's some evidence (but not a lot) that those who grow up in cold environment from the youngest age, develop better arterial responses for using blood flow for warmth, sending it to and fro in the fingers, etc. Those who grew up in warm climates and move to the cold, often get really cold appendages because their nervous systems are stuck in old patterns.
