Functionally, an LCE is similar to how a "commons" serves a disparate number of people. It serves the all its workers, the companies that are its wholly owned subsidiaries, and creates new CLEs to replicate what the CLE does, i.e., pay workers well and create new LCEs.
And, it's all viable.
