Don't ask me about how they think it's going to work.
But if we're brainstorming... They can round up illegals to deport when they actually want to. Instead of deportation they could be thrown into some training camp they can't easily abscond from. Or can give them a deal, x years in some special shitty prison or much less time in the glorious US military.
