Be aware that that phone may have been compromised. I have had friends find proof of police hacking on phones recovered from cops. I would remove the SIM card before booting it to make online access more difficult for the cops, extract any video and stills to an offline machine and from there to a flash drive, then factory reset the phone if funds are tight, else trash and replace it.

If the videos are on a sim card, again use a quarantinable machine to pull them, but you can avoid booting the phone entirely.

If a phone is encrypted, the cops probably got nothing from it but could have copied an image of the encrypted filesystem from it, then added code to send the boot passphrase to them at next boot. Safest not to boot any encrypted phone recovered from cops.

Due to the value of these video files there is a balancing test to be made here. If it's already been booted once, probably nothing to lose from a second boot to recover files.
