The counterargument I'd make on that front is that the events that played out are the same as the events that'd play out without any foul play. The government needs time to respond to anything new that's outside its control - even the people at the very top don't necessarily understand how to handle all of the finer points about enforcement. Most of the scam stuff was fairly organic - MLM types making the standard pyramid scheme pitches. On the front of motivation, I think creating a handful of less-than-politically-reliable new rich guys is more harmful than bilking a few million random late buyers out of their money is helpful.

When I want to know whether something's a conspiracy, the thing I check first is whether the official story is insufficient to explain what happened.
