The amount of shared firmware/kernel state is very high for some devices. It includes things like page tables and memory mappings. It's not *impossible* but it's not easy, and it would essentially create an "ABI" that future kernels have to abide by to allow kexec()ing into them. I'm not sure if we want to jump into that can of worms.
