while I didn't build it for that purpose, would KHO help you to preserve sufficient state across kexec so you can use Linux as kinda-sorta-bootloader? Keeping previous init logic limits your ability to do complete reinits of the target hardware, but at least you could still use kexec for kernel updates. And the typical distro boot path would be "same kernel for loader and runtime", no?
