The worst thing about the city forcing businesses to bow before crummy landlords is that the lords can simply refuse to renew the lease, even if the business is doing well. They can force our businesses to be worse and less efficient ,by evicting them as soon as they start treating employees decently, respecting minorities, or producing good, healthy, high quality products.
No amount of success can shield a business from this; they will still have to take the huge financial hit of completely rebuilding their entire facility in a new location (assuming landlords aren't conspiring together, again) (assuming one landlord doesn't already have a monopoly over all commercial real estate within the nearest 50 miles).
