This isn't Autozone's choice. It's the result of a complex web of laws which require commercial businesses to operate only on certain parcels, all of which are owned by private parties and exploited for profit by leasing. In Los Angeles and certainly everywhere else in the US these laws are created and maintained by commercial property owners, who along with others in the ruling class have the power to enact all the laws they need in order to exploit their property. These laws are enforced by police violence. The cops will violently enforce court orders against tenants who don't pay.
