You should look at international relations. The international system is anarchic. it is precisely as you describe.... a large collection of smaller independent organisations (nations) with decentralized allegiances and leadership. I'm a realist. John Mearsheimer is pretty represenative of the realists. But I also have a soft spot for Jeffrey Sachs who knows that sincere talk and negotation can rise above the cold logic.
