Local (imagine US county size at most) opt in / opt out government is likely all that is needed and what would be optimal. That and some kind of defense coalition that can practically defend property rights and individual rights and territories if need be, but something that isn’t an oppressive monolith.

If defense was a large collection of smaller independent organizations with decentralized allegiances and leadership it would be orders magnitude more difficult to control and weaponize for tyranny by singular entities or backchannel alliances.
