I wouldn't trust anyone who says a policy will benefit all. Even if there is an overall benefit, there will always be people who will be negatively impacted by change. They need to be identified and assisted with the change. There is also a risk of an increase in inequality.
Both of the negatives above creates the risk of social disquiet or unrest. The rise populist politicians and riots are examples of this.
