Except where that housing is now an unforgivable waste of land given the need to house more people closer to the locations they need to use to avoid using even more resources in commutes etc. And how do we work that out (and incentivise such refitting where it *is* actually appropriate)? That's right, taxing land values instead of labour and productive investment!
