It seems increasingly obvious that a quick win (with clear Keynsian benefits) on climate change would be to fully fund the retro-fitting of effective insulation into all the UK housing stock;

it would help emissions (by reducing energy use), help health (by reducing deaths by cold in the winter but also by heat in the summer), would create for some years employment opportunities.... and potentiality spur insulation innovation.

But will we see such a simple policy?
