I think it’s important to note that there is a distinction between one person’s purpose in generating a piece of data and another person’s interpretation of that same piece of data. For example: if Alice publishes that she follows Bob, and I interpret this piece of data as “Alice believes everything Bob says and trusts him to babysit her children,” then of course that is a misinterpretation. But at the fundamental level, there is nothing the person who generates the piece of trust data can do to dictate how another person uses that data.

Obviously, we don’t want to build a system that encourages misinterpretation. This is one reason why explicit contextual attestations of trust are important. With explicit contextual attestations, you have the ability to say exactly what you mean and mean exactly what you say, which makes accidental misinterpretations less likely to happen.
