On cost savings proposals, I agree that plenty of stuff with poor returns is proposed (and it's not uncommon to even see negative return just on cost). At least in the cases I've seen, IMO, it often comes down to using data incorrectly as opposed to a general desire for too much cost savings.
YMMV, but for companies approaching $1B/yr TCO, many (most?) companies seem to be too hesitant to run their own datacenters.
