my conclusion for now is "setting `break-system-packages = true` and `user=true` in ~/.pip/pip.conf is probably fine”
I think the only thing it might break is if I installed Python libraries with homebrew, which I never do anyway, and in any case I've been installing packages globally in Python this way forever with no problems so presumably setting “break-system-packages=true" will change nothing from the status quo
(again please do not tell me to use virtualenv/uv/pipx/etc)
