will probably delete this but -- in Python, why do I get this scary error message when running `pip install --user requests`?

It feels like homebrew should be able to just ignore my user packages when running "system" Python programs, I don't really understand why this message is necessary

(please don't tell me to "use a virtualenv” or "use uv” or "use pipx" or whatever)
