You can take an input file and generate the magnet URI without having to seed it on the network to do so. They can be split out in code to 2 separate commands.
There is no such a thing as an "illegal torrent". It's illegal to transmit certain types of media over the internet. Torrent or not, you can choose to transmit those bytes whenever you want/don't want to. Adding torrents to the mix does not decrease your level of control as a nostr media host service provider.
