One way to slice this that I've seen and can dig is "people who've been racialized by experiencing discrimination on these constructs"; that's a slice that doesn't in-and-of itself validate constructs of "race" or even "ethnicity".

I'm practically porcelain yet I live in a country so racist that even I've gotten some harassment (often by people who misread me as Roma, or can't place my accent [which is from all over the place]). But only a handful of times. I can't know how it is for those who experience it on a weekly or daily basis. This place (Sweden) has a long way to go.
