To make cash unavailable, other forms of payment must be incentivized. If they abruptly outlaw cash, the frogs might realize they're boiling.
So instead, you give people "better" money (incentive redemption, UBI, social credit multiplier, etc) and don't offer a facility to turn it into cash.
