According to the CAFE standards, the *lowest* fuel economy for a 4WD light truck is 25KM/4L (doing a bit of rounding in the conversions).
So that's about 6.25KM/L or 16L/100KM.
The highest (most efficient) is 50KM/4L or about 8L/100KM.
You can put pretty powerful engines into those things and still meet those targets (hint: 8L/100KM can pretty easily get you over 200hp, which is more than plenty for a light truck).
