In the US there are fuel efficiency standards based on the car surface "shadow", which is measured as the area of the rectangle with cars wheels being the corners. Smaller trucks have relatively small "shadow", but usually need to pack a bit beefier engine than your typical car, and this doesn't meet the standard. So, the solution is either to make the truck bigger or to cut the engine. Guess which one is preferred.
