Maybe your service has many steps and you find from this line of thinking or hopefully research that it's unreasonable to expect someone to do it all in one sitting.

I have seen this pattern implemented in government and it's a discussed pattern but I think my point is it'd come about very clearly when you consider access in the perspective of energy levels.
