The explanation that I read that makes most sense is that the agencies aren't going together kickbacks for over paying for goods if the goods aren't needed because people have already distributed them.
Then there's ego and malice.
My most charitable interpretation would be that people are putting themselves at risk and could end up adding to the rescue burden.
