They did the correct thing in the wrong way
SAM is easily bypassable without a Microsoft account, not that it's possible to use it without.
TPM locks your windows install to one system, meaning it doesn't boot without it, and it makes bitlocker faster and more secure, and Microsoft has claimed that there's a 70% improvement in virus protection with TPM enyabled. Also the entire kernel is ran in a container/VM by default to prevent apps from modifying it
They dealt with the complaints that there's 2 settings panels so they're moving away from the old one.
