Just thinking about how an upper house could work with the progression of a bill through Parliament. Would select committees include MPs from both houses?
Perhaps the first reading and select committee could take place in the lower house. If a bill passes the second reading, it could go to a second select committee of upper house MPs. Then the third reading would be in the upper house, and the bill either passed to the Governor General, or knocked back to the lower house.
