The votes required to block a bill in the upper house would need to be high enough to stop a slim majority from making the country ungovernable. But low enough to reach if electorate MPs are representing a strong, cross-party public consensus against it. A blocked bill would be sent back to the lower house for revision, with a detailed report from each MP on what objections they're heard from their constituents.

More importantly, the upper house would be an extra set of eyes on new laws.
