It was possible to extend Penn Station into the old post office in large part due to a key decision made a century earlier: the Pennsylvania Railroad's northeast corridor between Washington and NYC was designed to carry not just passengers, but also mail. The main post offices for many cities on the route were adjacent to the rail station, and in NYC and Philadelphia, actually had their own rail platforms.
This made it relatively simple to repurpose space in the post office as a rail station.
