Well NATO stands for liberalism as an alternative to communism and national socialism. "Keep the Germans down" is in reference to not allowing them to go for national socialism again. And ofc "Keep the soviets away" is in reference to not allowing the USSR to expand their bloc.
I do agree that the aid to Ukraine is not as substantial as people say it is.
I read that a potential reason why is that US is afraid Ukraine will take down RU's black sea fleet if they get the capability too, which would remove a bargaining chip US has to dissuade Russia from nuking Ukraine. That would make sense if true.
Regardless, I still think NATO isn't doing as much as they should.
