10x programmer is a loaded term, but if you look at any, young, rapidly growing field (for a broad definition, including things like sports) and ask "in 20 years, when the field is more mature, will there be more or less variance in productivity between the top performers and a reference group like a random beginner, etc.?" I think the answer is obviously yes, there will be much more variance.
I think this is for fairly fundamental reasons that generally don't vary much across fields.
