It is not a spicy hot take to say that most linux apps look awful. They do. Because most people who use it are programmers or enthusiasts and not designers. I like LibAdwaita, I just don't prefer it. I am very picky about my GUI and I like to shake things up pretty often as well.
This is coming from the person who literally skinned firefox to look like Microsoft Edge though because I happen to think edge looks really, really great - I just detest chromium based browsers and won't abandon firefox.
Also you could achieve what you're describing with having the shell handle stuff if you introduced the magic mouse or something as a paradigm - but it pretty much would require some sort of multi-touch or gesture-based input I would think. Gnome tried it a little with the hot corner thing and most people that I know hate it with a passion so I don't think mouse gestures would work. Apple mostly tried this I think but they don't share and they're dumb anyways
