The setups near me don't move the fencings, it's left in place and the electrical supply is turned off, the animals moved and the electrical supply turned on in the new section.
That said, becase of seasonality they keep stocking rates too high and supply external feed with plastic wrapped bails of hay and irrigation on the fallow paddocks to encourage extra grass growth in the hotter, dryer summer months.
I'd be sort of ok with it if they didn't overstock so much and rely heavily on externalities.
I'd rather the endless verdeant fields left for nature to reclaim though but alas there are too many of us..
