I seldom disagree with @pluralistic, but he seems to be endorsing this. I agree on points 1 and 2, but I can't think of anything more horrific than point 3. Orwell pilloried the scapegoating of a villainous Other in 1984, with the Two Minutes Hate. As a tool for manufacturing unity, it's short-termist, and profoundly authoritarian tactic.
