I think they still work to break the rules far too much for that to be the case. The driving force is deeper than that. IMO the divide is between people who prioritize truth & reality vs those who prioritize status. Status chasers won't ever compromise their social standing or job security to do the right thing. So they will always follow the process or the current way that the process is being corrupted by people who can potentially grant them higher status. They are far too often hostile toward anyone who tries to reestablish the obvious original intent of processes that were designed to produce rational outcomes, for most of the people involved to not have some greater aim in mind (even if they aren't fully conscious of it).

People who want status no matter what, are people who will claim that being useless or a victim or unhealthy or having attempted suicide deserves admiration & respect because that is the sort of incompetence which makes them comfortable. Some will actively work to corrupt any process in order to make this a reality. I think there are "substance" focused socialists & communists, but their idea of what constitutes substance is a complete inversion of reality. They want rewards without even having to participate. It is ultimately the desire to make zero = 100. They worship death & weakness, & believe competence should be punished.
