Yeah, not so fast. A geneticist friend of mine wants to modify an uncommon and high-value crop plant to have extras of its valuable bits. He hasn't made a viable true-breeding transgenic version of the plant yet.
(Mind you, he has a day job and also can usually be found chasing a new and even more expensive slut.)
Eugenics in the sense of artificial selection is far more practical, but also 100% certain to be misused or just fail. Israel has various schemes to promote breeding of their ideologically-preferred phenotypes, as does Singapore, but AFAIK they've mostly only suceeded in inspiring mocking memes.
