in the US, as it stands right now, the authorities of Congress to make laws and set the budget have been usurped by the executive branch. this is a matter of fact. likewise, the courts are largely captured by the executive branch. and now the executive branch has begun extra-judicially detaining its political opponents. that's an authoritarian state.
