I used to actually consider it rude, because I didn't understand the reason for it. I couldn't understand why people would make me jump through needless hoops to figure out what they wanted from me. To me, stating a request directly is a way to make it easier on the requestee -- less total work to be done. It wasn't till I got older that I began to understand that there is a reason for the behavior, and it is rooted in sexism and oppression, not an obtuse desire to make things unnecessarily difficult.
