This is historic fact about how Alberta operates, but it's something which never should have happened, rather than a practice to double-down on as the UCP has done. Jason Kenney called it "Choice in Education" when he siphoned public funds from strictly public schools to faith-based "charter" schools. I don't know if Danielle Smith has coined a name for it, but she is doing the exact same thing with public healthcare. /2
