The Capitol building is beautifully and classically lit, but it's actually a bit of a challenge to photograph at night. The dynamic range is very wide, because while the dome is illuminated quite brightly, there are no floodlights illuminating the main facade, and there are direct light sources everywhere.
I didn't use an HDR merge here, but I did use the PhaseOne dual exposure mode, which adds about 2 stops of dynamic range to the capture. Then a lot of contrast control on the curves in post.
