personally my view is the planning system is merely a symptom of a much bigger problem. The do it cheap repeatedly, rather than the do it right first time so it lasts. The latter approach takes longer yes, but causes less disruption, while being cheaper in the long term both financially and most importantly environmentally.
Our common Inheritance indicated the way to go, but it has studiously been ignored by governments of all colours, as they want to build quick.
