Bush was an idiot, and generally: the POTUS is not an autocrat who *needs* to understand these things. That's what the deep state is for. And they *do* have a pretty deep understanding of russia.

This is, at best, a half-truth. Their intelligence on the things they care about might be more accurate than the stuff they don't.

There's plenty of examples of the sanctions biting Russia. Have they put an end to the war? No. But that was clearly never the full intent either. Again : it's a stalemate.
