I have no reason to believe he meant anything at all by it. He talks off-the-cuff all the time and has no interest or knowledge of policy positions. This is confirmed by his handlers in the campaign immediately putting out a statement rolling it back.

It’s like when he was asked about abortion and said “punishment for the woman” because he’d literally never thought about it before that moment.
