He's not a policy guy. This is no better than when he said he'd expand health insurance during the campaign when his administration was planning on gutting it so drastically that even Republicans couldn't pass the cuts.
This is a rhetorical maneuver to make it sound like you're being reasonable. Red hats know that immigrants are so stupid none of them could get a degree except by fraud, so they don't see it as conceding their anti-immigration stance.
