i think a few years ago the Greek government created watchdog that tracks medicine market across EU and if a medicine is priced significantly higher in Greece its producer has to justify it or they have to adjust their prices.

They have also introduced a clawback mechanism that allows the state to get significant discounts from the medicine suppliers. The pharma industry is not happy

On the other hand, the medicine expenses before these policies were completely off the scale with corruption running rampant, these same pharma companies never complained when doctors were oversubscribing or even subscribing medicines when needed in order to get some kickback from the pharma companies and pass the bill to the Greek state.
This is a very complicated problem to solve and it seems to me no one has found a balance yet that will be fair both to consumers and companies.
