I wouldn't disagree that "plan to throw one away" applies in that context. However, I think that SaaS has eclipsed shadow IT because the end-users never wanted to be software developers for their domain, they just had to due to the constraints of the software crisis. I am not sure that end user software development is the pressure it once was. Though I do see some AI startups now attacking SaaS precisely for that reason I suspect.
