There is one thing I wouldn't exactly agree there -
When "4GL" applications written by the subject matter experts get rewritten, a huge amount of analysis/requirements work and often model building are not needed. This is a huge cost and time saver, even if the programming work needs to be re-done.
Need to think if that can be transposed onto the LLM 4GL's and whatever is generated by them
