Yeah, though I think moralizing of HIV in specific is the determinant there which made that legislation possible (good outcome, bad reason) - there was a strong bias that people who got HIV were already morally suspect, a presumption they contracted it either from sex (bad!) or IV drug use (also bad!) or from being around people engaged in the above (bad by association!) - I doubt we'd likely see such an outcome in a broadly fomite- or touch-transmitted disease.
